I've lived in VA for 30+ years. Richmond is at the bottom of that list. If you live in-state, it's hard to imagine why anyone would choose Richmond over multiple public options.

The rankings have every incentive to create movement on their lists to generate publicity but I don’t think many people are dumb enough to believe that these colleges actually change so much from year to year..
