you do not call the cops for every single accident. OP send one more email saying if you don’t hear back in 24 hours you will be contacting your insurance. Why call the cops right away? People should be able to deal directly with each other. Unfortunately it sounds like the other person is trying to get away from taking responsibility for what they did, but that doesn't always happen. We can't call the police for everything.

If someone won’t give you complete insurance information you definitely call the cops. Insurance has much easier time when there’s a police report. That’s part of the job of the police, if we can’t expect them to do their jobs then we need to hire more that can.
