You’re talking about something different than I believe pp was suggesting. Either way, what you suggested is a permanent change to address a temporary problem. When the current cohorts of MS/ES move into high school, overcapacity in HS will get relief while the next cohort coming up might be too much for ES capacity.
DP. APS leadership has taken this approach for a decade, saying that this is just a temporary problem and now we've had an entire generation of children who have been educated in sub-optimal overcrowded settings. Population started rising in 2006 and really began to accelerate around 2013, and they spent at least until 2018 or 2019 saying "oh this is temporary" and not even realistically pursuing solutions. They refused to put a 4th high school at the Kenmore site. They refuse until the cows come home to make HB as overcrowded as the other high schools (you know, equity? let all suffer equally?).
