California asked people not to charge between 4 p.m. and 10 p.m., they didn't say you couldn't charge your car at all. Our car has a 250 mile range and can easily charge fully starting after 10 p.m. and be ready to go the next morning.
The nice thing about EVs is that they use very little power sitting in traffic -- if you're in a long traffic jam and you aren't running the heat or the A/C, you could probably sit there with the car on for a few days (even running the heat or A/C, you'd be fine for longer than if you were running your engine idling).

The same thing can be said for people with electric cars - have a back up generator and keep your car charged. People need to take responsibility for themselves
Doesn’t matter what you use to fuel your car, leaving it running in a 10 hour traffic jam means you aren’t going anywhere.

CA asked that they not charge during the heat of the day, not that they not charge at all.
Many people with EVs today have Solar and often home batteries (powerwalls) to take care of a grid impact issue.
