There are two categories if Division 1 football now--FBS and FCS.
There are other Catholic colleges in FCS.

To hit all those criteria, you're looking at either Catholic (see the Dayton suggestion, above) or super-selective. Push to 20K (half the size of Penn State), and a number of options open up.

If you find one like that, please let me know. It may not exist. My kid likes mid-sized schools, but the ones we've considered are under 10,000 undergrads (W&M has around 6,500, I believe, and yes I know it supposedly lacks school spirit).

Curious about why you're stuck on 10k? (As you've found that's not a common size.) I personally like a smaller school, but I feel like once the school is bigger than 5 or 10k, the precise size is less relevant. I know that big schools have ways to make themselves feel smaller and more manageable (like honors colleges, etc.).
