You need to remove the rust first by sanding, not just seal it underneath wax or new paint. If you don't remove it, it will continue to corrode the metal underneath.

You can alternatively apply a chemical rust neutralizer and then apply a rust inhibitor, then a primer, then paint with a colored base coat, followed by a top clearcoat.

Out some touch up paint on it. You could sand the rust away with a very fine grit but you really should’ve put the paint on when it first happened.

Many years ago I put a few fine (narrow) scratches on the roof of my car by accident. Since it's an old (reliable) car I let it go. Now they are starting to rust. I'd like to arrest/remove the rust and touch up the scratches as I should have done originally. I can think of several ways to go about this but am not sure what the most practical way is. I'm thinking of just sealing it as-is, maybe with car wax, to stop it from getting worse. Appearance is not important. I'd appreciate you advice.
