Oh no! You should have found an MCPS Spanish HS teacher during the summer and made sure that they were teaching Spanish 3 to your kid and filling in any content gap for Spanish 1 and 2 during the summer itself. Such a missed opportunity to bring your kid up to speed, get to know the tutor, be prepared for the new school nd have a ready support structure in place!

17:41 again. Yes, you can repeat a course even if you did well the first time. MCPS has changed how it goes on the transcript, but I think it's basically not there for 8th grade. (Someone will know the details better about retaking a course.)
Reach out to your DC's counselor. My DC fought me on this over the summer before 9th grade and wanted to try Spanish 3. I think all the friends were going into it. (One ended up repeating Span 3 in 10th grade.) I backed off until my DC got a couple of assignments back. Then DC understood "yeah, maybe redoing Span 2 is a better option." The verb tenses in Spanish 3 are complicated and confusing.
Ideally, you'd get it switched now because if you wait until after school starts, the rest of the schedule could be impacted (e.g., Science moves from 3rd period to 5th, etc.) We got lucky and there was Spanish 2 being offered in the same class period as his Spanish 3, so there was no impact on the rest of the schedule.
My 9th grade DD who signed up for Spanish 3 tried to go back to Spanish 1. Her counselor said she wasn’t allowed to since she had an A in Spanish 1. Is that true? Was he wrong or would she have to go back to Spanish 2 instead of 1?
There is no possibility of grade improvement from an A
