I think it's that he's not the incumbent but also not Fryar and Giandomenico, who were loud candidates that weren't necessarily good candidates. So it's the anti-incumbent vote that's not willing to back the more extreme alternatives. Not that surprising at all. The current BOE is a joke and voters seem to recognize that.

Every voter in Montgomery County has to vote for not just one or two board of education races, but 4. And that’s after choosing from a billion other candidates further up the ballot. The BOE races are last. People are just checking off the first person if they don’t know much about the race.
Tell us why Yang is #1 in D3, followed by Joftus (incumbnent) and Alzona is a distant third if alphabet means so much.
Apple ballot. MCEA didn’t endorse anyone in the at large race, so people just voted for the incumbent who they recognized, or the first name on the list.
