If people HAD housing, there’d BE no crime. But as long as you have a society where disenfranchised people see others with more, they feel less-than. And they strike out in the only way they have a voice - by committing crime.
Give every person caught breaking into cars a home of their own that they can be proud of, and crime will vanish.
