Not everyone is a natural “hang at the mall” person. I never was, but I always had sports/activities/jobs for human interaction. Your 14 year old may not need much free time.

Mostly on line with friends. In person, he sees other kids at the pool (but isn't really friends with them, so doesn't join in), and at his summer service project. I send him out the house to the playground, bball courts, bookstore, etc, hoping he'll find someone, but no one is around. Basically, if he doesn't make 1:1 plans with someone, he doesn't see anyone. I don't know where everyone else is either, so I make sure he gets out and about with the family at least.

ChickFilA, the pool, local outdoor mall, friend’s house, movie theatre, but mostly on video games in his room.

Other kids houses
Community rec center and surrounding courts/fields
Local shopping center. Literally, the grocery store.

OP, SMH my experience was so different I remember going to the food court or playground doing nothing but atleast it was other teens. My kid wants to get out but can't find much.

The pool (he is a lifeguard/on the swim team/volunteers with the younger swim team swimmers)
Friends' houses (there is one house they particularly hang out at that has a basement/game room)
Online playing games with friends
In his bed watching you tube

My 15 year old does not hang out. He occasionally meets a friend at the movies or something like that. He’s very introverted so he’s probably an outlier.

He goes to his friends' houses and occasionally they come here.

Parents where do your teens hang out at? My 14 yr old needs and wants to get out the house to interact with others their age. FYI I am in the city.
