Not true, there was a hybrid exemption and motorcycles are exempt from HOV.

Hybrid exemption was phased out, and when it was in effect, hybrid cars carried a significant price premium. The motorcycle exemption is not useful for the vast majority of commuters.

I like how the solution by VDOT is to punish those poorest with the creation of these Lexus Lanes. No, you coulnd't expand Metro down to Centreville but you'll gladdly spend a billion on adding toll lanes to an already congested highway.
