Because our family has no problem poking fun at ourselves, so we don't see why poking fun at others would be offensive. We are sensitive to context and culture, obviously, and don't randomly make fun of people we don't know in front of them - only when we get to know them and they're OK with it.

Insecurity. By putting others down, they elevate themselves and perhaps distract from their own shortcomings.

I have literally never seen someone tease or make fun of another person who didn't ultimately reveal that they had some insecurity they were trying to conceal. People are never "just" mean. They are weak and their meanness is a way to make themselves feel stronger.

Low self esteem. It makes them feel more powerful to be the better person - I’m better at this than you etc. Putting another down so you can feel better is sad.

Immaturity. Just because people are all grown up, or even older, doesn’t mean they’re emotionally mature.

They need to feel better about themselves and the way they do that is by tearing someone else down.
