EHN really doesn't have much to do with it. There are a variety of ways to add a state, but the simplest would be passing legislation in Congress. As long as Biden won't nuke the filibuster, DC won't become a state as the other methods, such as a constitutional amendment would be much more difficult.

Not as long as Joe Biden is president. Biden simply does not care enough about DC statehood to spend political capital on it and Democrats ALWAYS ALWAYS sell out the District when it comes to appropriations deals. They literally steal our three electoral votes.
