OP, I think the short answer to your question is no, except Israel for at-risk children.

Germany's Stiko (their independent expert committee on immunizations) currently is recommending only one shot for healthy kids 5-11, UNLESS they live with someone at high risk who cannot be adequately protected by the vaccine themselves. They say they will re-evaluate second shots/boosters for that age group in the fall.

That said, all the kids in my German family who are eligible have gotten two shots (but no boosters). Boosters have not be authorized yet for 5-11 year olds by the European CDC, I believe.
