I would take them to the Old Ebbitt Grill. It is a fun, lively spot in the heart of DC. It is DC's oldest restaurant and the favorite of many presidents. Everyone we've taken there has loved it.

What about the place on top of Hotel Washington or the one on top of the Watergate Hotel? Another option could be Kirin's on the Wharf?

Go to Jose Andres - most of them would have heard of World Central Kitchen.
Mid Price Range is not going to get you a view (note - we went to dinner for 5 this weekend at district chophouse with only 2 people who had a beer and it was over $200! so be ready)
If you do Jaleo downtown, it is a fun dining experience and you can walk to the mall after dinner and have a fun just being down town.

Charlie Palmer's. Nothing else for a decent dinner has a Capitol view if that's what you require. Maybe a sliver of it at Capitol Grill.
