In the UK and other countries you can tell the newest cars by the sequencing of plates. In France, they indicate the department number. In VA, I see cars of all ages with plates starting with J or X or U or T or .....

Virginia has been working backwards in alphabet for a number of years now. "TXX-XXXX" and "UXX-XXXX" are the newer registrations. Speaking from experience the "VXX-XXXX" plates were issued in and around 2016. The "'X'XX-XXXX" plates were issued in and around 2011.
The "JXX-XXXX" plates are older -- from the mid-2000s.
