So, you reapplied for a position that you had previously turned down 6 months after that? Why did you do that? It doesn't seem like you really wanted the other position you got, or you wouldn't have been applying for new things already, right?
Your post is confusing because then you mention that they don't have an open position. Why are you reaching out to them at all? Aren't you in a new job that you wanted? Stay there and put in some time!
You definitely seem unreliable if you turned down the original job for another job you wanted more and then were reapplying again 6 months later for the same job (even if you thought it was a different but similar one). The time for talking with them about any of this would have been when they offered you the interview at 6 months. At that point, you should have explained in a reasonable way why you were applying again, and it should have made sense. If your explanation wasn't what they wanted to hear (it sounds like it wasn't), then you are not going to get another opportunity there 6 months later.
Let this go. In a few years, you can try again. But none of this makes any sense, and it would not benefit you to reach out to them again.

They currently don't have an open position. I was just thinking of reaching out.but yes I'm worried about being seen as a flake.

It can’t hurt although they may think you were flaky and not be interested at this point.
Reach out to the hiring manager and say you notice this position is open and things have changed for you and you’d love to be considered. Be specific about what’s changed.

About a year ago I was hired for a position that I ultimately turned down.
About 6 months ago the job was listed again, at the time I didn't realize it was the same position and applied.
I was offered an interview until they realized it was me
I'd like to teach out and see if they have any opportunities.
Is it worth it to reach out or has that ship sailed?
If I do reach out what should I say?
My reasons for turning down the offer were at the time I had an offer with better hours and I wanted to gain a specific type of experience.
