Its not lack of staffing. They paid for it last year no issue and found staff.
There was a HUGE issue with staffing last year. Some classes were cut altogether and others were taught by kids still in college. They even had to offer bonuses to lure in enough staff.

Because virtual programs are ineffective at teaching things.
