Are you sure you aren’t talking about New Hampshire Estates and Oakview? I’m not sure that HVES is really closer to Pinecrest than MKES is.

To answer your actual question, you can apply for a COSA (Change of School Assignment), but it is not likely to be approved for this reason. It's intended for unique hardships.

That makes no sense when HVES is overcapacity and PCES and MKES have empty seats.

Let's remember that Montgomery county has not been able to redraw boundaries in decades because Nice UMC Parents who scream about housing values every time there's a move to redo boundaries. I mean nobody is racist but God forbid their kid to go to a school that is not x% white and Asian. Will somebody please think of the test scores and the great school ratings?

Schools aren't at the geometrical center of a boundary. Some people will live near the edge of one boundary and the next boundary over has its school closer.

Boundaries get changed rarely, generally when schools open or close or when really large developments get built that won't fit.

What does this have to do with anything? Do bots post here?

No matter where you draw the boundary, somebody has to live on the edge of it. I live near two boundaries: people on the next street go to a different school and people two blocks in a different direction go to yet a third school.

Over 60 years of population boom and bust, with continuous development and uneven placement of new schools, there have been constant boundary changes. The usual reason for something like what you describe are the schools not being evenly distributed through the neighborhoods. If you tell the specific schools, people will be able to tell you more details.

I'm sure your house is not the only one in the neighborhood assigned to that school, right? It's possible you're very close to a boundary line, so maybe the people across the street are zoned for another school. You can go to this site and enter your address to see for sure:
