I supported myself on a retail job and a telemarketing job while going to community college full time when I was 18.

Not everywhere has the cost of living of DC or other major city.

Well, my teenage son tried to get a job in all nearby grocery stores. Turns out stores are not interested in 17 yo high school students. Same with Starbucks, Chipotle, and other fast-food joints.

I don't understand your point. OP asked if cashier jobs are for teenagers then why stores aren't closed from 8AM-3PM Monday through Friday, because that's when high school is in session. There are teenagers who aren't in high school, and there are also older cashiers. That's why stores aren't closed between 8AM and 3PM Monday through Friday.
