The only time I have is when the title advertised isn't the one on the job offer. That's usually a red flag

We all found out our new boss negotiated a better sounding title and we have already lost respect for her. It seems so ridiculous. More money? Yes. But a title?

Depends on the job and company/org. If it's a large corporation or government, it may very likely be hard to do be very hard to do because some job titles come with certain pay grades or levels. You probably could not change something like "manager" to "director," for example.

On the other hand, if you feel like there is something wrong with the title or like it perhaps doesn't reflect the work they are describing to you as being part of the position, then it seems worth a try. If it's important to you to have a certain word in the title, maybe you can add it (probably easier than removing something). For example, maybe "Communications Director" because "Communications and Marketing Director" if you feel like having "marketing" would help your career trajectory.

Smaller orgs might be more open to it. I actually wish I had negotiated my title. I came on as a consultant and was asked if the title they were giving me was okay, and I wish I had suggested something else. I'm sure they would have been open to it, but now it seems weird to change.

Depends on the job. Some companies have strong title guidelines. Where I work, if a Director job is posted, you cannot ask to be a VP. you can negotiate pay though

I think that's the best time to do it. Alternatively, you can get into the job, discover that the work you do is not reflected by the title and bring this up during your 90-day review.

I've done it. Especially early career, sometimes a better title is worth more than more money. I've also negotiated vacation time or work hours over money. And, sometimes I've hit the money request hard. It's depended on my priorities.

The problem is, you can't do ALL of these. Pick your top priority - money, time, title, responsibilities and open with that. Then, if you don't get exactly what you want, you can try for your second priority.

Ex:

Ask for $20k more than they offered. They say, well, we can give you $10k more. You say, I can make that work, but then I'd like three more vacation days. They say sorry, those don't budge. You take the job. Or they say, sure here's one more, you say great. If you had opened with your vacation day request though, you're not getting $10k.

You've also got to be prepared that they give you the full $20k you asked for, then you're done.
