Not Virtue-- it can get way too loud. Chadwick's is good for older, especially if they have mobility issues-- there is a small parking lot right across the street.

If mobility is not an issue, then Virtue is good but the stairs to the 2nd floor might be too much for the 80+ people.
Ada's is also a great option and easier to negotiate, plus it has that wonderful view of the river. We also like Chadwicks a lot. They do a great job and you can eat on the first floor. The nice thing about Ada's and Chadwicks is that the parking is super easy.
On S. Washington Street, I would look at Southside or Faccia Luna.

Virtue Feed & Grain is pretty good and not too loud, especially if your relatives can handle the stairs. Their second floor has always been quiet when I've been there for lunch, and is great for conversation. No music or loud TVs or anything.

Mackie’s has a small separate dining room in back which has been completely quiet every time I’ve been.

Another option -- Union Street Pub -- the dining room is separate from the bar; I had an early dinner there recently with my godmother and it was quiet with good service

Chart House? I found it quiet, especially at lunch.
Not American, but A La Lucia seems popular with a bit older crowd. Also not loud. Also not in the middle of Old Town so parking tends to be easier.

I’m having lunch in Old Town tomorrow with my mom, aunt, and uncle. They’re in their 70s and 80s. I’m supposed to pick the restaurant. I live in DC but haven’t been to Alexandria in probably 6 years. My aunt & uncle are staying there.
Any suggestions for an American fare restaurant that is not too loud or too expensive? We took my aunt and uncle to Old Ebbit a few years ago and there was so much background noise we could not have a conversation - they couldn’t hear.
