That is true for any educational record (other than what is called directory information). The parent or adult student would have to sign off on sending anything, including a transcript.

I have not heard of one college that asks for something in the manner in which you put it. The common app does as if the student has been suspended from school [u]while in high school.

Check how old the oldest discipline incident is
