Auburn (my DC’s counselor said not to submit them because they wouldn’t be read)

Texas is listed above — I’d put them in the category of not required, but probably helpful. As low as the OOS acceptance rate is there, every little bit helps.

On the other hand... places like VT end up making decisions solely on the numbers.

If schools have a favorite student, everybody else's recs will read lukewarm. How many "best I've seen in a career" recs can one teacher write? Colleges who don't look at recs cane be freed of high school politics, money, and drama.

Not OP but when my kid was applying it was easier to EA to schools that did not require recommendations because then you're not waiting on someone else. I personally hated watching my oldest freak out about where their teachers would get recommendations in on time and I've heard terrible stories of kids who had recommendations not get sent on time. I don't know OP's reasoning but that could be it - hating the idea of someone else messing up your EA timeline.
