She’s turning raw from the razor. You don’t have to believe me or even comment. Why would I lie about this? Do you know the remover that has been suggested here before by chance?
Are you using a fresh razor each time? Don’t use a disposable razor. Try Venus Gillette smooth. And you don’t need to get it all in one time. Try once, and then try again a week later. Eventually you will catch all of the with rubbing her raw.

If she's truly the Sawquatch you describe that a five blade men's razor won't make a dent it won't be permanent.

I’m very hairy, and the only time I’ve had trouble shaving is when the hair is too long. If that’s the problem, get a small pair of scissors and cut it, then you should be able to shave and maintain with a razor, as long as you keep it from getting so long.

If the hair was really as thick as you’re claiming, you’re going to need to change blades a few times while shaving. After every pass, rinse the razor fully to make sure you’ve removed the shave cream/hair. DD desperately wants to shave her legs, but the initial removal is proving to be difficult—she’s pretty hairy! No matter what I try—razors and thick cream, razors and thin cream, her dads hair clippers, even—nothing is removing the hair! It’s the most insane thing I’ve ever seen!
We are attempting to shave for the first time. I’ve see a particular chemical remover recommended before but I can’t find it here now.
We’ve been using the good Venus razors but she’s getting raw. There are still long hairs. And it’s like they are too flat for her dads electric clippers to remove, if that makes sense.
Given that you’re saying you’re rubbing her legs raw, you need to take a break and let her legs heal a day or two. Do not put a chemical on raw skin.

Has she looked on ebay/poshmark/etc for those discontinued shave minimizing gels? Does she let the Nair sit, then take a brand new (still sharp) Quattro (4 blade) blade to it?
