I don't think the dump truck was on the shoulder... it was in the "fork" where the exit splits off from the freeway.
It wasn't in a lane. What else is the asphalt called that is not a lane?

At 6:45, it was barely dark. And that area is well-lit. The fault lies entirely with the now-deceased BMW driver. RIP
