Schools aren’t government institutions? That word has broader meaning that what you may be thinking.
Anyway, time outside with fresh air is good for everyone. Being cooped up inside these school buildings day in and day out has an impact on kids.

When the older one was there the administration instituted assigned seating in the lunchroom to tamp down disruption issues. If they haven’t gone that far yet, tell your kid that it can get worse. They may have taken it another step to silent lunch- I don’t recall.
I don’t love the principal, but I like that he’s willing to impose a little discipline and structure.
