Look, he's aware of the hair on his upper lip. And he's aware of any other changes to his body. Maybe he's got some armpit or pubic. Or at the very least, he's probably had a pimple or two.
Approach this with love. This is an opportunity for his father to create a comforting and safe environment to discuss puberty and the changes that come with. If he wants to keep it, that's fine too; its his body. But he may not want to keep it, but doesn't know what to do to remove it.
Coming up with crazy ways to remove it (electrolysis!?!?!) will only make him feel ashamed of his changing body. He knows that grown men shave their facial hair; so it would be strange to suggest that he wax it off.
Instead, use this as a chance to gently shepherd him into a new phase of his life. One where he knows he has a trusted male role model he can turn to, to ask questions and not feel embarrassed.
