What he NEEDS to be doing is making the city safe. He's a former NYPD detective, no? Deploy cops on every station platform. That is a no brainer. Bring in the national guard to make sure the entrances are secured.
And for god's sake - take $2 billion from SOMEWHERE (that new Infrastructure law for instance) and put in those East Asian subway barriers so people feel safer against attacks. Cameras inside the trains would be even better.
