I think CGI helps. Ant-Man was filmed in Georgia. They were able to change the background from a large field to the San Francisco skyline.

No one is going to Texas. 20th Century Fox tried to move to Arizona and no one would go so they scratched their plans!

Yes, runaway production is a problem but it’s been a problem for well over 20 years. Here and New York.

DH works for a large studio - his primary job is to find space for all their shows. Very little is done in LA anymore unless it's a sitcom which are all filmed on the studio lots. For his studio most of the work is done in Canada, and Georgia. Bottom line it comes down to money and incentives. These states/jurisdictions offer incentives that these film studios just cannot pass up. California's government on the other hand has done a bang up job of disincentivizing anyone from doing business here hence the exodus of many companies to places like Texas.

They still do film in LA but the natives hate it. Road shutdowns, traffic issues, etc.

Tax credits. Just read GA gave 1.2 billion in credits, the most of any state. There's a reason everything is filmed in Atlanta.

I think I heard that there are also better cameras and other technologies that make it so you don’t need good weather all the time to film.

Other countries and cities provide better incentives. When Hollywood began, it was in the middle of farms and it was cheap to film there and the weather was good.

Now other cities can provide cheap locales and amenities. My nephew is a cinematographer and lives near Hollywood for the business side, but never works there.

The permits are too expensive?

I thought Hollywood had deep enough pockets to cover the costs.
