This is a great way to do it. In MD, you avoid sales tax if the vehicle is gifted from one family member to another. That can save thousands.

IF she's out of college and old enough for a job, she's old enough to look on the DMV website and figure out for herself how to register her car. In fact, you're old enough for that too.

Does your daughter have an OK drivers license? If so, Have her transfer the title to her name in OK. I say this because DC charges a pretty hefty sales tax when a car changes hands. It doesn’t matter if the car was free, DC will charge tax based on the Blue Book value.

Daughter is going to need to simultaneously convert her license to DC if she wants to title & register the car in DC.

It’s a new and demanding job, trying to figure out new city, having no support network, avoid getting COVID and finding affordable housing is already overwhelming her. What’s wrong with a parent trying to help out?

Sorry, can’t help with DC, but in MD she would need the signed title and a gift certificate, which would let her avoid sales tax. Beyond that simply registering a car is pretty simple. Maybe DC has a similar parent/child gift certificate. And don’t forget separate insurance.
