The difference is that option schools don’t divert money away from APS.

+1000. It’s always funny when folks are vehemently against choice and then praise the option schools. I personally think they the options schools (other than immersion) should be eliminated for the same reason I don’t support school choice.

Perhaps they have two homes? A quick search makes it look like she currently lives in Long Lake, which is a suburb of MSP. It appears as though at some point her daughter attended a school in FCPS (in McLean?) so the family lived full-time in Virginia for at least a little bit.
