We have taken our kids there since they were young toddlers and it's fine. Lots of open space to play and explore. They just won't be able to use a bunch of more advanced equipment.

The play equipment is not appropriate. It's an elementary-age playground, and one that is actually appropriate through the elementary years (unlike many other elementary playgrounds, which kids outgrow too soon). It's a very pleasant place though, and there's no reason you couldn't go and spend time with your toddler.
