Yes. I am a professor and I can assure you there’s no benefit to having the exam scheduled last! It means less time to correct them and it screws up your holiday more.

Yes, no professor wants to be grading finals into Christmas! I always dread final assignments for that reason (and we need to have class grades assignment within a couple of days of the final). On top of the pleasure of having many students ask for an early sitting as they just have to leave early (can't blame them, of course).

If the 23rd falls within the college's exam period on the college calendar, it's fair game for an exam. Not a nice choice, and the prof could have been decent about it and not gone so late with the exam, but it's not something a student can do anything about.
As for knowing the final exam date all the way back when you're registering for classes -- that's not always the case. You can know the window of dates when the final could take place, but not always the exact date of the final. My DC at a SLAC never truly knows the exact final dates until well into the semester on many classes. But most professors do try to be nice human beings and not shove dates to the end of the potential exam window.
At my university, it’s not up to professors. There’s a class schedule “grid”. MWF 9a classes are scheduled X day at 8a, TUTH 1015a classes are Y day at 10a and so on. If we are going to give an in-person exam, it must be at that time. This prevents conflicts. Some class will get the last slot on the last day.

My daughter’s school has exams on the 23rd. The exams are scheduled in time blocks that do not match the weekly class schedule. Luckily my DD is done on the 17th but the professors made students aware of the exam schedule and modality very early in the semester.
I hope it doesn’t mess up your DC’s travel plans!

On the academic calendar what are the dates for finals? I always plan for the worst case scenario on scheduling. I bet they break goes well into January which is pretty typical.

Kids have been told they can’t take it remotely and must remain in town until after the exam. I find that outrageous. Is this typical? We are flabbergasted!
