The time and date of the final exam is based on when the class meets. So, all the students who have a class on Mon/We’d/Fri at 10am will take their final at 8 am on the Monday of finals week. Otherwise every professor would schedule exams on the first day of finals week and all the students would have conflicts. If finals week ends on 12/23 someone had to draw the short stick.

Another +1.
If the 23rd falls within the college's exam period on the college calendar, it's fair game for an exam. Not a nice choice, and the prof could have been decent about it and not gone so late with the exam, but it's not something a student can do anything about.
As for knowing the final exam date all the way back when you're registering for classes -- that's not always the case. You can know the window of dates when the final could take place, but not always the exact date of the final. My DC at a SLAC never truly knows the exact final dates until well into the semester on many classes. But most professors do try to be nice human beings and not shove dates to the end of the potential exam window.
