DC will make you pay the excise tax on the vehicle no matter what the sale price IF the car is from out of state.

You can only "gift" the car if the car is registered in DC.

I called about this. I was trying to gift my car to my daughter but my car is registered in MD and she lives in DC. The DC DMV website has a calculator where you can input the VIN number and it will tell you what they will require you to pay in taxes.

FREELY is the operative word. No charge.

Gifting a Vehicle

To apply for a D.C. car title transfer when you receive a vehicle as a gift, you'll follow a similar process to buying a vehicle.

You'll be exempt from paying excise tax if the donor is your:

Parent.
Spouse (can be current, divorced, or separated).
Domestic partner (former or current).

If you qualify for this exemption, you'll also need to submit a completed Excise Tax Gift Tax Exemption Form (Form DMV-EGTE-01).

Be caredul with the title…sometimes the owner has to notarize it when signing, especially if it’s an out of state title.

OP, any update on this? I'm in a similar situation with my dad wanting to gift me a car from out of state. In his state, the title can be transferred to me with a minimal transfer fee but no taxes to be paid. From my reading of the DC DMV website, when titling and registering the car in DC, I must present the title in my name, show insurance and inspection proof, and I must still pay an excise tax based on the value of the car, regardless of the sales price (or gift status). Does anyone have experience with this that can confirm?

Just do the title signing (notarized if needed, not sure what Dc requires). Then you register the car in your name. List $0 as the sale price.

Does anyone know what DC requires when gifting a car to someone? My dad is gifting us his old car. It’s worth barely anything but I’m wondering if we need anything other than to sign the title over. It’s unclear online -it sounds like we don’t but just seeing if anyone knows
