Except that these couple of blocks are a particularly popular gathering place for homeless people, both dangerously crazy and maybe more discreetly crazy.
I live very nearby and am devastated by the decline. I'm also flabbergasted by how delighted the old counterculture Boomers are to have their seedy neighborhood back.

Since the start of the pandemic, there has been a marked increase in camping and loitering by individuals of no fixed address in Adams Morgan. In fact, the Save Our Plaza/anti-hotel folks are foolishly encouraging this.
Obviously, most of those unhoused people are limiting themselves to cat calling women and girls, not actively trying to abduct children. But to the extent that neighborhood has anything to do with this incident, it should be said that there are more unsavory people loitering in Adams Morgan today than I have seen in years. Its like two decades of progress evaporated in just a year and a half.

no fixed address can mean homeless, or they just don't know the person's address at the time they put out the statement. He just might not have shown ID.
