Yes, EDP 4 is pretty much rec. You might get one or two decent teams. I'm thinking CCL1 = EDP 3 on average.
But in general, it depends on the age, so this is almost impossible to do. And I'm not so sure MLS Next > ECNL at least in the DMV.

But now Arlington and Loudoun’s second teams joined them. Of course ECNL is still better than ECNL-RL. EDP divisions 1 and 2 are solid. But let’s be honest that Division 3 and lower are not good. I would say that the youth soccer pyramid is:
