Yes, EDP 4 is pretty much rec. You might get one or two decent teams. I'm thinking CCL1 = EDP 3 on average.
But in general, it depends on the age, so this is almost impossible to do. And I'm not so sure MLS Next > ECNL at least in the DMV.
Arlington and VDA have some teams that would be fine in MLS Next, but the other ECNL clubs would get mowed down.

The first PP was obviously joking. But no way is ECNL-RL comparable to EDP 1 and 2. It is last year's CCL/NPL and is far below the level of EDP D1 and D2.
