Putting kids in bad situations and lowering the level of competition so that parents can feel special about their children = cash grab.
What is the purpose of these soccer clubs? They are a business that allows kids to play soccer. More teams = larger player pool = better top teams = more good press = attract more good players. Rinse and repeat.
Parents with kids on 3rd and 4th teams know exactly where their kids stand. They aren’t being duped out of their money.
So your position is that there shouldn’t be lower level soccer teams? Unless a kid is good enough for a top team they shouldn’t train more than once/week on a rec team and shouldn’t be allowed to play fun leagues and tournaments?

It's definitely nicer to be with teammates who have more/consistent skill and discipline along with the desire to improve. I wouldn't spend Travel team money on that if my kid was on the 4th/5th team though. You might as well take that group into rec and have a real fun time. Or on an individual level just play rec and supplement with private training until your kid can make it to the 3rd team or until it's no longer worth while.
