I can understand benefits to highway traffic but wouldn't it create more back up on the artery roads as OP said?? Intuitively, I'd think it does.

Why are you dreading something that is proven to be effective at improving traffic flow and reducing collisions?

Why are they doing this? I don’t understand how they can possibly improve traffic, it seems they will create more back up on the artery roads.
