Public high-schools are zoned and when you apply to high-schools you choose a program to enter into, kids with that district get the first spots then if there are any seats left they open it to kids from other areas. My oldest dd had to apply to get into the high-school she wanted since we didn't live within district at the time. 10 years later our youngest was accepted automatically since we moved closer and now lived a few blocks away.
