Public high-schools are zoned and when you apply to high-schools you choose a program to enter into, kids with that district get the first spots then if there are any seats left they open it to kids from other areas. My oldest dd had to apply to get into the high-school she wanted since we didn't live within district at the time. 10 years later our youngest was accepted automatically since we moved closer and now lived a few blocks away.

We have a HHI of $225k and are fine. We live in Brooklyn. Given the changes with public schools, I'd advise you to rent at first in a good school district (District 15 in Brooklyn, District 2 in Manhattan, etc.) and then after you kid is in a public Elementary that you like, look to buy where you can afford and commute to the school/work. Your kid can apply to Middle Schools in the same district they go to Elementary School so once they are in ES, you are likely set for MS and you are free to move.
