I do not know how that went, never ran across that guy again. Had a pretty good long standing relationship with that assignor so I'm pretty sure she did take some action but I didn't follow up and ask.
As a coach I complained once about a ref who did not know the laws. Gave very specific details about what he said about his calls and what the laws actually say. I passed it up the chain through my club so it went to the assignor and I actually heard back from the assignor and an apology directly from the referee.
In general, there is a huge shortage of qualified referees out there and unless something is really egregious it will get ignored. Your best bet if you want better refs is to get a whole group together, take the course and get certified, and get out there and do it yourself. Not saying that to be condescending, it's just reality that there aren't enough good refs.

Unless the ref commenting on something grossly inappropriate and not soccer related, like “hey nice ass”, it is definitely not the parents responsibility or right to make any sort of formal complaint.
