Two different non-local, befuddled consultant groups, five "drafty drafts" with at least two more to come, decisions based on which neighborhood has more political sway or gets in front of Reid first or has a Gatehouse "plant" or gets the most people to a meeting... Other counties just set new boundaries for new schools and move on. There aren't 100 pages of people arguing every time Loudoun builds a new school.
