He wants to replace anyone in the Executive Branch with people who are loyal to him. He barks and Republicans members of Congress jump, with a perfect example being where he had the Senate border and immigration bill scuttled despite it giving the Republicans 80% of what they wanted, because he wanted the border and immigration to be something he could run on.
