The border crisis belongs to Biden.  He started the crisis on day 1 of his presidency and has failed to take action for over 3 years.  He owns it. 
He could reverse the actions he took on Day 1 to help stem the flow.

He won't do that because then he would be admitting that he could have prevented this crisis all along.
