Why is it so hard for congress to pass a law protecting abortion rights at the federal level?
Filibuster and gerrymandering. The gridlock is the goal - it delegitimizes government.
So why is congress able to pass anything at all if this is always the outcome?
Congress has been dysfunctional for a long time.
Because unless a bill has broad bipartisan support (military spending, basically), the minority party will filibuster it. So bills in the Senate can only pass through budget reconciliation, which happens twice a year and only needs 51 votes to pass. This is why people advocate for the end the to the filibuster, because it is a broken tool. It’s broken the entire Senate.
It’s not just the filibuster. It’s the republicans will not vote on any democrats legislation. So in other times you would lose a few dems and pick up a few republicans. This only applies to the dems.
