Congress has said we are entitled to funds. Trump says he has “plenary power” (Steven Miller’s phrase) to do whatever he wants, including impounding that money. The states that have fought for their lawfully appropriated money have won big victories in court, because what Trump is doing is illegal. Those states are getting their money.

Virginia doesn’t fight, so Virginia doesn’t get its money. Yes, you have to spend a few bucks to get a few billion. Or, you can “save” some public employee manhours and let Trump steal your billions instead.
