!) First in time, first in right.

2) If 2 or 3 cars reach the intersection simultaneously, the car furthest to the RIGHT has the right-of-way.  By the way, this is counter-clockwise.

3) 4 cars, there is no steadfast rule.  Prudence, though, is the better part of valor.
