He actually did that back in February, but the reneged. He had reneged on deals many times in his career. But that was always after he got what he wanted and didn't need his partners anymore because he already moved on to his next sucker. This time, he reneged before he got what he wanted and he can't change partners. Which is why we are stuck here today. There's an obvious solution but he won't take it because he doesn't want to give anything up in exchange for the wall.
