You don't have to have been charged to be pardoned.

It is a neat and tidy puzzle. Zippers together the possibility of federal pardon with the acknowledgment of culpability at state level.

It's actually kind of bizarre that it is still possible for him to be re-elected. (Don't be complacent. GOTV. Crawl over broken glass if you have to, as they say.)  I can't think of any possiblility that all of this could come out about a politician in any prior decades, and not have 1/1000th of it tank them. But, here we are.
