I'm sure that you are better informed about such matter than a former MI6 agent. But, one of the cases that Steele investigated was the assassination of Alexander Litvinenko. Litvinenko was "hiding in plain sight" and attempts to poison him were made in public bars and restaurants. It is likely that the successful poisoning occurred in a public place. So, one might say that Steele's experience belies your claims. [/quote]

This is a best a guessing game of "likely", "probably", "plausible" and nothing at all in the "always" and "never" category.
